BASH = Bisexuals Action for Sexual Health. At the time this article was written, the BASH Peer Education Project was in progress: about 30 bi people from all over the country were being trained to lead safer sex workshops to their peers.
"... what Charlotte Raven said": Charlotte Raven had recently written an article for the Observer magazine, ridiculing the UK bi community as a bunch of hopelessly unfashionable sad cases. This had provoked a fair amount of discussion, including in Bi Community News.
BiCon is the UK's national bisexuality conference/convention. It has its own site here.

This is less true now than when the article was written. Since then, there's been some productive discussion on the accountability to the community of any BiCon organisers, and there's now a guidelines document on the BiCon web site (hurrah for Alison Rowan, a prime mover and shaker behind this excellent initiative).
